Position Description
*Restricted to current City of Minneapolis employees in the Regulatory Services Department*
This position manages, markets, and promotes Regulatory Services' programs, services, and priorities to key stakeholders and develops and executes a communications strategy for the department that includes strategic use of earned and paid media, social media, and other innovative communication tools.

Job Duties and Responsibilities
* Manage Regulatory Services' media relations in collaboration with City Communications; build and maintain relationships with mainstream and community/ethnic media to promote the department's efforts.
* As needed brief and advise Department leadership who will speak to the media and provide them with talking points, fact sheets and other preparatory materials.
* Develop and implement Regulatory Services' Marketing and Communications brand and strategy.* Coordinate community events in partnership with colleagues including creating event plans, securing venues, managing promotions* Create and manage multiple marketing and communications plans and execute strategies and tactics to achieve goals laid out in these plans.* Design communications materials to promote Regulatory Services programs and services and ensure materials are branded, plain language and meet accessibility standards.* Manage Regulatory Services' Social and Electronic media spaces.* Develop and maintain the department's web pages, working with program staff to review content, provide direction for navigation/organization of pages, and ensuring compliance with accessibility standards, in collaboration with IT.* Manage Regulatory Services' Community Relations Specialist and Communications interns.* Coordinate staff's work, track/measure the team's work and provide updates * Manage a communications budget and develop and oversee marketing and communications contracts with outside vendors.* Get print and/or promotional vendor bids (using Target Market program)* Purchase items such as promotional trinkets (stickers, bags, etc.) and food for outreach events, * Coordinate advertisement buys to promote department events and initiatives* Develop and execute plans, strategies, and tactics to improve internal Regulatory Services communications* Includes department newsletter, Sharepoint site, director videos, and coordinating department events* Plan and execute communications training for Regulatory Services staff.* Take the lead Public Information Officer (PIO) role during disasters to coordinate response with the department and other outside agencies. Attend trainings and provide support to the Incident Support Team (IST) for emergency response* Play a role in the department's Continuity of Operations Plan (COOP) teamWORKING CONDITIONS:
Office environment.
Required Qualifications
MINIMUM EDUCATION:
Bachelor's degree in Communications, Journalism, Broadcasting, or equivalent.

MINIMUM EXPERIENCE
Five years of experience working for or with the media, managing projects and considerable experience creating communications for a variety of different audiences or equivalent.

None.

Eligible List StatementThe names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. Interview SelectionThe hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Strong knowledge of media relations, paid advertising, strategic public relations planning, public information campaign planning and marketing.
  • Supervisory experience.
  • Strong writing skills.
  • Good knowledge of Website development and ability to lead a team to update and/or build a website, write website content, SharePoint software for Intranet and project sites, and ensure websites are accessible.
  • Demonstrated experience and knowledge of electronic marketing resources, including social media and internet, for conveying information to the public and stakeholders.
  • Good knowledge of graphic design, including knowledge available software products (Canva, Indesign and Photoshop)
  • Strong analytic and organizing skills.
  • Strong verbal and written communication skills.
  • Organizational leadership skills.
  • Good interpersonal skills.
  • Knowledge of Public Sector institutions
